The Human Rights Commission (HRC) of Zambia was established under Article 230 of the 1991 Constitution, as amended by Acts No. 18 of 1996 and No. 2 of 2016, and is a constitutionally independent body mandated to ensure that the Bill of Rights is upheld and protected across the country  In fulfilling this mandate, the HRC is empowered to investigate and report on the observance of human rights and freedoms, take necessary steps to secure appropriate redress where these rights are violated, and endeavour to resolve disputes via negotiation, mediation, or conciliation  Additionally, it conducts research on rights-related matters, undertakes civic education to raise awareness of rights and responsibilities, and is empowered to perform any other functions as prescribed by law
