The Human Rights Commission of Zambia (HRC-Z) has upgraded its Early Warning and Early Response (EWER) Case Management System to strengthen its capacity to promote and protect human rights through more efficient case management, monitoring, and reporting.
Speaking at the EWER System Validation Workshop held in Chilanga District on 29th May 2026, Director General Ms. Mbololwa Wamunyima said the enhanced platform is more secure, scalable, and future-ready, positioning the Commission to respond effectively to human rights violations and abuses.
Ms. Wamunyima noted that while the system was initially developed to support electoral incident monitoring, it has now evolved into a comprehensive and permanent tool that will support the Commission’s broader mandate.
“The upgraded platform strengthens the Commission’s service delivery by improving complaint handling, case tracking, data management, analytics, and Access to Information oversight,” she said.
Ms. Wamunyima added that the enhancement comes at a critical time as Zambia prepares for the 2026 General Election, when timely monitoring, reporting, and response to human rights concerns will be essential in fostering peaceful, inclusive, and credible electoral processes.
Through the EWER System, human rights champions and monitors can report human rights violations, abuses, and emerging risks in real time, enabling swift intervention and the protection of voters’ rights and those of the wider public.
The workshop aimed to validate the upgraded system and equip participants with practical skills to effectively utilise the platform for case management, incident reporting, election risk monitoring, Access to Information processing, analytics, and reporting.
The development and enhancement of the EWER Case Management System is supported by the United Nations Development Programme, under the Deepening Democracy Project.
