About The Commission

The Human Rights Commission (HRC-Z/Commission) is a National Human Rights Institution (NHRI) established under Article 230 (1) of the Constitution of Zambia (Amendment) Act No. 2 of 2016 with an overall mandate of promoting and protecting human rights and fundamental freedoms.

Commission's Establishment

Further, its establishment and functioning are guided by UN General Assembly Resolution 48/134 of 20 December, 1993, known as The Paris Principles. It is accredited with an ‘A’ status under the UN system because its establishment and functioning are in full compliance with the UN Paris Principles. The Commission is a member of the Network of African National Human Rights Institutions (NANHRI) and the Global Alliance of National Human Rights Institutions (GANHRI).

About The Commission

In addition to the Constitution, the functions and powers of the Commission are also provided for under the following Acts of Parliament 

  • The Human Rights Commission Act No. 4 of 2024

  • The Access to Information Act No. 24 of 2023.
