The South African Information Regulator is hosting delegations from Zambia and Eswatini to facilitate peer learning among the access to information (ATI) oversight institutions of the three countries.
The two-day engagement, taking place in Johannesburg from 1st to 2nd July 2026, provides the regulatory authorities from South Africa, Zambia and Eswatini with an opportunity to learn from one another, strengthen collaboration in the implementation of access to information laws in their respective countries, and explore solutions to challenges encountered in enforcing the laws.
Setting out Zambia’s expectations, delegation leader Mr. Mweelwa Muleya, Director of Education, Training and Advocacy at the Human Rights Commission, said Zambia is eager to learn from the experience of the South African Information Regulator, particularly how it addressed challenges in enforcing the Promotion of Access to Information Act.
The Zambian delegation comprises officials from the Human Rights Commission, the Ministry of Information and Media, and the GIZ Country Office in Zambia.
The peer-learning visit comes as Zambia transitions into the full enforcement phase of the Access to Information Act, No. 24 of 2023, following the expiry of the two-year progressive compliance period on 24th June 2026.
Zambia’s participation in the peer-learning visit is supported through the European Union and the German Federal Ministry of Economic Cooperation and Development through the GIZ Enabling Access to Justice, Civil Society Participation and Transparency Programme.
