The Human Rights Commission of Zambia (HRC-Z) and the Legal Aid Board (LAB) have resolved to collaborate in developing referral mechanisms aimed at strengthening access to justice for vulnerable and marginalised members of the public.
The collaboration was agreed upon during a courtesy call on LAB by HRC-Z Chairperson, Dr. Pamela Towela Sambo, who was accompanied by Commissioner Panic Malawo Chilufya, Director General, Ms. Mbololwa Wamunyima, and members of staff.
Speaking during the meeting, Dr. Sambo acknowledged that LAB’s mandate plays a critical role in the promotion and protection of human rights, particularly for vulnerable persons facing challenges related to liberty, dignity, equality, and the right to a fair trial.
Dr. Sambo noted that establishing seamless referral mechanisms between the two institutions would help accelerate access to free or affordable legal services for individuals whose rights and freedoms have been violated or abused.
Meanwhile, LAB Chairperson, Mr. Lanco Moono Chikuta, stated that the mandates of the two institutions are complementary, adding that collaboration between HRC-Z and LAB is inevitable, especially considering the Commission’s unique mandate to visit correctional facilities and places of detention.
Further, LAB Director, Mr. Humphrey Mweemba revealed that this year the institution is expected to open offices in Mumbwa District in Central Province and Luangwa District in Lusaka Province as part of efforts to strengthen access to justice in those districts and surrounding areas.
Mr. Mweemba said LAB currently operates offices in all provincial capitals and 29 districts, stressing the need for further decentralisation in order to bring legal services closer to the people.
The meeting also resolved to enhance collaboration in public awareness and legal literacy initiatives by leveraging each institution’s platforms to disseminate awareness messages on legal rights and available support services.
